- A logo wall of vendors (OpenAI, Anthropic, Microsoft, Snowflake, Databricks).
- A capability map that lists every possible AI use case but prioritizes none.
- A budget number with no attached return.
- A steering committee with seven executives and no single owner.
What it lacks: a specific process being changed, a measurable baseline, an accountable name, and a 90-day plan to ship something into production.
The consequence is what McKinsey and Deloitte both call the 'execution gap.' Roughly two-thirds of organizations remain stuck in pilot purgatory, with fewer than 9% reporting AI agents in actual production. Money is being spent. Slides are being shown. Nothing changes in P&L.
Why Smart Leaders Default to Theater
Strategy theater is not laziness. It is a rational response to four pressures:

4. Lack of operational fluency. Many executives have not yet shipped an AI workflow themselves. Without that fluency, it is hard to write a strategy concrete enough to be testable.
Understanding the cause matters because the fix is not 'try harder.' The fix is structural.
The Five Tests of a Real AI Strategy
Before your next board update, run your AI strategy through these five tests. A real plan passes all of them.
Test 1: The Process Test. Can you name the exact business process being changed? Not 'customer service' but 'tier-1 password reset tickets in the consumer banking division.' Use cases without process specificity cannot be measured.
Test 2: The Baseline Test. Is there a current metric you can point to, today, before AI? For example: 'Average handle time on password reset tickets is 7.2 minutes; we resolve 4,300 per week; cost per ticket is $14.30.' If you do not have a pre-AI number, you cannot prove ROI later.
Test 3: The Owner Test. Is there exactly one person, by name, accountable for the use case? Not a steering committee. Not 'IT and the business jointly.' One name. Gartner's failure analysis consistently flags diffuse ownership as a top reason AI initiatives stall.
Test 4: The 90-Day Test. Is there something measurable shipping in production within 90 days? Not a pilot. Not a POC. Something handling real volume with real customers or employees. Twelve-month transformation programs are theater; 90-day production cycles are strategy.
Test 5: The Kill Criteria Test. Have you defined the conditions under which you will cancel the project? With Gartner forecasting 40%+ cancellation rates for agentic AI, treating cancellation as a failure rather than an expected outcome guarantees you will keep zombie projects alive long past their shelf life.
A Practical Anti-Theater Framework
For mid-market and enterprise teams that want to retire theater, the following structure works in practice:
Quarter 1: Lock three use cases, kill the rest. Pick three use cases that pass all five tests above. Document every other AI idea in a parking lot. Communicate publicly that the parking lot is frozen for 90 days. This is the hardest step because it requires saying no to powerful internal stakeholders.
Quarter 1, weeks 1-2: Build a one-page brief per use case. Each brief contains: process, baseline metrics, owner, target metrics, technical approach (RAG, fine-tuning, agentic, off-the-shelf), data dependencies, kill criteria. One page only. If it does not fit on one page, the use case is not concrete enough.
Quarter 1, weeks 3-12: Ship to production. Skip the proof-of-concept stage where possible. The companies that succeed treat the first deployment as production from day one, with monitoring, rollback plans, and human-in-the-loop oversight built in.
Quarter 2: Measure, kill, expand. Compare against the baseline. If the use case hit its target metric, expand it. If it did not, kill it on the kill criteria you defined. Do not retroactively rewrite success criteria. Take the three Q1 use cases plus three new ones into Q2.
By the end of year one, this rhythm produces 6 to 9 use cases that have either shipped or been cleanly killed, with documented learning either way. That is the difference between strategy and theater: a body of evidence about what works in your specific organization, not a deck.
What This Looks Like in P&L
