Why Most AI Business Cases Fail
You have identified a compelling use case for AI in your organisation. The technology exists, the data is available, and the potential impact is significant. But between your idea and an approved budget sits a business case — and most AI business cases fail to get funded.
The reasons are predictable. The business case is too vague, too optimistic, or too focused on technology rather than outcomes. It does not address the risks that keep executives awake at night. It assumes the reader understands AI well enough to fill in the gaps. Or it simply does not answer the question every finance leader asks: what exactly will this cost, and what exactly will it return?
Writing an AI business case that gets approved requires a different approach than a standard technology investment proposal. AI projects are iterative, outcomes improve over time, costs have both upfront and ongoing components, and risks are harder to quantify than in traditional software projects. Your business case needs to account for all of this while remaining clear, concise, and actionable.
This guide walks you through the six sections every AI business case needs, provides a financial model framework, and ends with a checklist to stress-test your proposal before it reaches a decision-maker.
Section 1: Problem Statement
The problem statement is the foundation of your entire business case. If you cannot clearly articulate the problem you are solving, nothing that follows will matter.
A strong problem statement has four components.
The current state. Describe what is happening today in specific, measurable terms. "Our customer support team handles 2,400 tier-one tickets per month, with an average resolution time of 4.2 hours and a cost of £18 per ticket." This is concrete. "Our customer support is slow" is not.
The business impact. Quantify what the current state costs the organisation. Include direct costs (labour, tools, overhead) and indirect costs (customer churn, opportunity cost, employee burnout). Use real numbers wherever possible.
The root cause. Explain why the problem exists. Is it a volume issue? A complexity issue? A data fragmentation issue? Understanding the root cause is essential because it determines whether AI is actually the right solution.
The urgency. Explain why this problem needs to be solved now rather than later. Is the cost growing? Is a competitor gaining advantage? Is there a regulatory deadline? Urgency moves proposals from "interesting" to "necessary."

Section 2: Proposed Solution
Now describe what you want to do. The key here is specificity without jargon. Decision-makers do not need to understand how transformer architectures work. They need to understand what the solution does, how it integrates with existing operations, and what it changes for the people who use it.
Describe the solution in terms of workflow changes. What does the process look like today? What will it look like after the AI solution is deployed? Where does the AI make decisions autonomously, and where does it support human decision-making?
Be explicit about scope. A common mistake is proposing a solution that is too broad. "We will deploy AI across our entire customer service operation" is ambitious but vague. "We will deploy an AI agent that handles order-status inquiries and simple return initiations — approximately 40 percent of our current ticket volume — with human escalation for all other cases" is specific and achievable.
Address integration requirements. What systems does the AI solution need to connect to? What data does it need access to? What changes are required to existing workflows? These details matter because they determine implementation complexity and cost.

This changes the current workflow from [current state] to [proposed state].
Section 3: Financial Case
This is where most AI business cases fall apart. Either the numbers are too optimistic, too vague, or they ignore ongoing costs that make the total investment significantly larger than the initial estimate.
Cost Model
Break costs into three categories.
Upfront costs include solution development or licensing, integration work, data preparation, infrastructure setup, and team training. Be thorough — integration and data preparation often account for 40 to 60 percent of total upfront costs and are consistently underestimated.
Ongoing costs include AI model hosting or API fees, monitoring and maintenance, periodic retraining, and the human oversight required to manage the solution. These costs do not disappear after launch — they are a permanent part of operating the solution.
Hidden costs include the opportunity cost of the team members involved in the project, potential productivity dips during the transition period, and contingency for scope changes. Include a contingency of 15 to 25 percent of total project cost.
Benefit Model
Quantify benefits in three scenarios.
Conservative (70 percent probability): Assume the solution achieves 60 percent of its target performance. This is your downside case and should still show acceptable returns.
Moderate (50 percent probability): Assume the solution achieves 80 percent of its target performance. This is your base case for planning purposes.
Optimistic (30 percent probability): Assume the solution achieves or exceeds target performance. This shows the upside potential but should not be the basis for approval.
For each scenario, calculate:
- Annual cost savings (reduced labour, fewer errors, faster processing)
- Revenue impact (higher conversion, better retention, new capabilities)
- Net present value over three years
- Payback period

Section 4: Risk Assessment
Decision-makers expect risk analysis. What they do not expect — and what differentiates a strong AI business case — is a risk analysis that addresses AI-specific risks honestly.
Data risk. What happens if the data turns out to be lower quality than expected? What is your fallback plan? How much additional investment would data cleanup require?
Model risk. AI models are probabilistic. They make mistakes. What is the acceptable error rate for this use case? What is the impact of errors? How will errors be detected and corrected?
Adoption risk. What if the team resists the new workflow? What if customers react negatively to AI-handled interactions? How will you manage the change?
Vendor risk. If you are using a third-party AI platform, what happens if they change pricing, discontinue the product, or suffer a security breach? What is your exit strategy?
Regulatory risk. Are there current or upcoming regulations that could affect your use of AI in this context? How will you ensure compliance?
For each risk, specify the likelihood, the impact, and the mitigation strategy. Be honest. A business case that claims there are no significant risks loses credibility immediately.

Section 5: Success Metrics
Define how you will measure success before the project begins. This protects the project from moving goalposts and gives decision-makers confidence that you will know whether the investment is working.
Good success metrics have four properties. They are specific (not "improved efficiency" but "reduction in processing time per unit"). They are measurable (you can actually track them with existing or planned instrumentation). They are baselined (you know the current value so you can measure improvement). And they are time-bound (you will evaluate at specific intervals).
Include both leading indicators (metrics that show early progress) and lagging indicators (metrics that show ultimate business impact).

Note that the customer satisfaction target for 90 days is set to "maintain" rather than "improve." This is realistic — during the initial deployment, you want to ensure AI-handled interactions are at least as satisfactory as human-handled ones before expecting improvement.
Section 6: Implementation Plan
A business case without an implementation plan is a wish list. Decision-makers want to see that you have thought through the how, not just the what.
Break the implementation into phases with clear milestones and decision points.
Phase 1: Validation (4-6 weeks). Conduct the data audit, confirm technical feasibility, and build a minimum viable prototype. At the end of this phase, present a go/no-go decision based on what you have learned.
Phase 2: Pilot (6-10 weeks). Deploy the solution with a limited scope — perhaps one product line, one customer segment, or one region. Measure against your success metrics. This phase should reveal any integration issues, workflow friction, or performance gaps before you invest in full deployment.
Phase 3: Deployment (4-8 weeks). Roll out the solution to full scope based on pilot learnings. This phase includes team training, process documentation updates, and establishing the ongoing monitoring and maintenance routine.
Phase 4: Optimisation (ongoing). Continuously monitor performance, retrain models as needed, and expand capabilities based on new opportunities identified during operation.
For each phase, specify the resources required, the timeline, the deliverables, and the decision criteria for proceeding to the next phase.
The Approval Checklist
Before you submit your business case, stress-test it against this checklist. Every item should be addressed clearly in your document.
Problem clarity
- The problem is described in specific, measurable terms
- The business impact is quantified with real numbers
- The root cause is identified and explained
- The urgency for solving the problem now is established
Solution specificity
- The solution is described in terms of workflow changes, not technology features
- The scope is clearly defined and achievable
- Integration requirements are identified
- The boundary between AI autonomy and human oversight is explicit
Financial rigour
- Costs include upfront, ongoing, and hidden categories
- Benefits are modelled across conservative, moderate, and optimistic scenarios
- A contingency budget of 15-25% is included
- The conservative scenario still shows acceptable returns
Risk honesty
- AI-specific risks (data, model, adoption) are addressed
- Each risk has a likelihood, impact, and mitigation strategy
- Vendor and regulatory risks are considered
- The risk section reads as honest rather than dismissive
Measurement readiness
- Success metrics are specific, measurable, baselined, and time-bound
- Both leading and lagging indicators are defined
- Measurement methods are identified and feasible
- There is a clear link between metrics and the financial projections
Implementation realism
- The plan is phased with explicit go/no-go decision points
- Resource requirements are specified for each phase
- The timeline is realistic (add 30% to your instinct)
- There is a named project owner accountable for results
Getting Your Business Case Over the Line
The difference between AI business cases that get approved and those that do not comes down to one thing: credibility. Decision-makers are not looking for enthusiasm about AI — they have seen enough of that. They are looking for evidence that you have thought through the problem, the solution, the costs, the risks, and the plan with the same rigour you would apply to any significant business investment.
Use this template and checklist as your framework. Fill it with your specific numbers, your specific risks, and your specific plan. The more concrete and honest your business case, the more likely it is to get funded.
